What is the FIDA-IDD Program?

FIDA-IDD is a Medicare and Medicaid program for adults with intellectual and developmental disabilities. With FIDA-IDD, you have the choice of receiving all your Medicare and Medicaid benefits from one managed care plan, called a FIDA-IDD Plan.

FIDA-IDD stands for Fully Integrated Duals Advantage for Individuals with Intellectual and Developmental Disabilities.

Who can join?

Adults 21 and older who are:

• Enrolled in Medicare and Medicaid 
• Eligible for Office for People With Developmental Disabilities (OPWDD) services
• Living in New York City, Nassau, Suffolk, Westchester, or Rockland counties

Who is the FIDA-IDD Plan?

The FIDA-IDD Plan is PHP Care Complete FIDA-IDD. PHP Care Complete FIDA-IDD is run by Partners Health Plan, a not-for-profit managed care organization that is solely for people with intellectual and other developmental disabilities.

• You will have specialized care management team that is designed for and focused on you.
• Together, you and your care mangement team will authorize most services and you will not need to wait to receive needed services.
• You will be able to contact PHP Care Complete FIDA-IDD or an independent ombudsman at any time to answer any questions you may have.
• No additional premiums, deductibles or copays for your Medicare/Medicaid services once you enroll in the FIDA-IDD Plan.
• You will have access to ICAN, your independent ombudsman.
• You will only need one health care card that will work at your doctor's office, pharmacy and for most other services.
